France, Germany, Spain, Estonia, Finland and the Netherlands differ substantially — in customers, buying behaviour, regulation, funding culture and cost. Treating "Europe" as a single destination is the most common and most expensive expansion mistake.

The country choice IS most of the strategic work. Everything downstream — entity, pricing, hiring, investor targeting — follows from it.
